Larisa Kofman Bio

Principal/Owner, Larisa Kofman, has 20+ years of experience with nonprofit operations, public policy, systemic alignment & capacity building, protocol design, technical assistance and training. Her work spans the national, state and local levels. She has worked on issues including domestic and sexual violence, homelessness/housing, employment, disability, civil rights, criminal justice, custody, child welfare, budget and appropriations.

Prior to starting Kofman & Associates, LLC. Ms. Kofman helped launch the National Alliance for Safe Housing (NASH). While at NASH she developed cross sector partnerships, bridging the siloed fields of domestic violence and homelessness/housing, elevating survivor housing stabilization and model practices nationally. She created and led a Safe Housing Advisory Committee, bringing together experts from national-level advocacy, research, and development organizations. She spearheaded evaluation efforts of innovative collaboration models, including developing and conducting cross sector coalition evaluations, community evaluations, and national assessments/surveys.

Ms. Kofman has been instrumental in the Violence Against Women Act (VAWA) Reauthorization efforts since 2005, including drafting portions of the Housing Title and negotiating agreements between key stakeholders. She is a national expert on VAWA, providing technical assistance and training to Continuums of Care, public housing authorities, victim service providers, domestic violence coalitions, and legal service organizations on a range of compliance and policy development issues, including emergency transfers policy design and protocol. In 2020, she co-authored the Los Angeles Homeless Services Authority, Interim Emergency Transfer Policy and accompanying materials. She also has extensive expertise in confidentiality and data collection; notice and lease/rental agreement requirements; and coordinated entry and assessment.


In 2020, Ms. Kofman mobilized targeted efforts to expand federal relief legislation to enhance housing protections for underserved populations, and to increase appropriations addressing economic and housing stability/insecurity. She has also provided technical assistance to a range of stakeholders including government agencies, policy makers/staff, community-based organizations, coalitions, and legal service organizations on the state and local level, focused on accessing federal relief funds to stabilize or expand services to those in need, including Emergency Solutions Grants, Federal Emergency Management Agency Assistance, Emergency Rental Assistance Program, Family Violence Prevention Services Act funds and Coronavirus Relief Funds.

Ms. Kofman has served on the Board of Directors for several nonprofit organizations. She also currently serves as an adjunct Associate Professor at the University of Maryland Global College. Ms. Kofman holds a law degree from the University of Maryland School Of Law, and a Master of Arts in Teaching from the University of Southern California.
